This is a reference to the time of perestroika (restructuring) and glasnost (openness) in the late 1980s, the polices of new Communist Party General Secretary Mikhail Gorbachev, which led to an unprecedented but brief era of liberalism in the Soviet Union culminating in the eventual collapse of the old order in 1991.
